Any time I try to text an Android phone after updating to ios 17.4.1, I get a status bar that never completes and then an error message saying the text failed to send. Retries have the same result.

There appears to be a block on SMS delivery, potentially for the SIM that you use. Please check with your carrier to resolve this.
You need to have an SMS/MMS plan enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc. does not provide SMS/MMS services.
Having this exact same issue! Immediately after update. I spent an hour in apple with no fix. Has any found the problem?
I'm having the same issue after the latest update. Tried all sorts of reboots and configurations of both WiFi/VPN and cellular network.
