Whoever is reviewing case number is not paying attention. I sent all the information needed to remove activation locks on iPads. I work for an education institution and today I received an email stating that they can't remove the activation lock because they belong to an education institution. Hello? I work for the education institution and hence I sent all my proof even on emails. I am really cracking up. Who can I contact?

There are apparently other issues since purchasing iPads for education are usually managed by MDM that Apple provides. They are not locked to individuals who put in their own Apple ID.

If the iPads were purchased by an individual for school use, then it would be done by an individual that was not you. Proving that you work for the educational institution does not prove that you own the device. You can try to contact Apple directly:
Contact Apple for support and service - Apple Support
Call Apple Support or message them. If that doesn't work contact your Education institution's sales rep.
