Bought a used phone from neighbor. Attempting to update ios to 17.4.1 from 17.1. Downloaded successfully but now stuck on preparing update....
What should I do?

You can try and delete the downloaded update and to download it again. See this on how to do that

isagani177 had it right using the Apple Device app on a PC.
It’s absurd that MS would put its users through a ridiculous process like this for an inconsequential update.

UPDATE: The 17.4.1 update finally went through on my iPad. It was over the air, after 2 days of trying.
One easy way around it is to connect iphone to a PC (Windows or Mac).
Note: You may need to click 'allow' when prompted
