Are you asking about a Mac that is running macOS 13 Ventura or later?
If so be aware that Photos app in Ventura and later will not open an iPhotos library. However you can import the iPhotos library. See instructions in Import photos from another library in Photos on Mac - Apple Support
Note that this will import the photos but not Event or Album structure.
