iCloud passwords & keychain 2FA glitch

I've recently installed iCloud for Windows on a 64-bit PC running Windows 11 Pro. I want to set up iCloud passwords within the iCloud app. My iPhone meets the minimum requirements as it has 2FA turned on, runs iOS 17.6.1 and is within Bluetooth range of my PC.

The 'Passwords and Keychain' part of the iCloud app defaults to off. The only option available is the 'Approve...' link. On selection, my phone briefly shows a 2FA notification but it disappears in less than a second.

There is another option on the iCloud app 'Didn't get a verification code', which I've tried. It sends me a code via SMS. I enter this code and then get prompted for my password. 2FA kicks in again, but once again the notification disappears before I can tap on it.

I've tried a workaround by going into my iPhone settings > Apple ID > Sign-In & Security > Two-Factor Authentication > Get Verification Code. This does not work either, as it takes me back to the password prompt > 2FA doom loop described above.

Has anyone else experienced this issue, or a similar one, and know how to fix it?

I've been working on this for hours. Same issues. Even setup 2 yubikeys under iPhone settings > Apple ID > Sign-In & Security > Two-Factor Authentication >security keys

nothing seems to work. I have uninstalled icloud drive on windows and have made sure the itunes is up to date. However, it's not windows 11 that is making the screen disappear on my iphone 15 pro max. If it could do that, it would indicate that windows somehow has control over the iphone and that would be a major security issue.

Can I send some type of log that shows what events are occuring to make the notification disappear in 0.5 seconds? I wanted to have a homogeneous password manager that plays nice with my iphone and appletv but it looks like I still have to use roboform. Even if they do get it to work, no one wants a password manager that is unstable.

update: tried icloud on a fresh install on another win11 laptop on an HP Envy. Same issue. Icloud works but verification code disappears on the iPhone immediately.
