I received my new Magic Mouse USB-C model, running 3.1.4. The issue is that it does not scroll up or down when swiping on the surface. I tried it on 2 macbooks. The mouse does not scroll. I can click and point, but not scroll. My old magic mouse scrolls fine.
Also here to confirm that updating to the latest macOS is required! 🖱️👨🏻💻
I ditched updating to Sequoia for a while now (on a 13" M1 MacBook Pro - first gen Apple Silicon)
I broke my old lighting Magic Mouse and bought the new USB-C Magic Mouse as a replacement.
Symptoms that you're experiencing the same situation as I did:
First red flag - the pairing is not Apple smooth.
Second red flag - though the my mouse is black it appeared as a white one in settings.
Third and final - only the pointing worked, all the gestures (including scrolling) were not working.
Apparently is wise to actually read the documentation that comes with the device.
"To use your Magic Mouse and its full range of features, update your Mac to the latest version of macOS"
Apologies for the long answer! I know that mostly anyone frustrating over their mouse not magically pairing right this moment, has got no patience for a long response but I do hope it helps to state the "red flags" of an incorect pairing.

Web site says MagicMouse USB-C compatible with MacOS 10.11 or later. Box says "latest version of MacOS required." Scrolling and gestures DO NOT WORK with MacOS 13 or 14.
I'm on Ventura 13.7.1.

I have reservation about upgrading to macOS 15 because I was using macOS 15 on a Mac mini and the mouse secondary functions did not work. I upgraded my hardware to a Mac Studio with macOS 14.7.2 and not only does the mouse not have secondary functions such as swipe and scroll, there is no provision for it in system settings.
I also bought a Trackpad with Studio and there are no settings for Trackpad in system settings at all.
Definitely USB-C does not scroll with earlier OS - I can get it to point and click with Monterey (12.6) but not scroll- only use the side bar for scrolling, and am unable to update OS on this computer.
I have tried all of the patches described but to no avail.
I take delivery of a new Mac mini next week, and this was the mouse that Apple shipped with it, so will update if it suddenly starts working with OS15.1 or above. If it doesn't, straight back for the returns!!!
I am using an M1 chip MBP and just upgraded to iOS 15.1 and I can confirm that my new USB-C Magic Mouse is now scrolling, yay!
Just bought and had the same problem on MacBook with Sonoma 14.6.1. Seems like the solution is to upgrade to Sequoia 15.1.1. A bit extreme if you ask me.
Apple is there a configuration file one can add so the USB-C Magic Mouse gestures are recognized in MacOS 14.6.1 or 14.7.1?
I.e. people with work laptops cannot just upgrade MacOS, the MacOS version is controlled by the Tech Infrastructure (IT) department.
Same here, my laptop works perfectly running 15.1, but on my work laptop running 14.7.1, the mouse does not scroll and macOS doesn't recognize it as a "magic" mouse. (None of the touch settings/gestures show up under "Mouse" in System Settings)
Glad I Googled this. It was driving me mad. I bought the lightning cable version last week, took it back to swap over today sighting the new change / 14 day exchange, etc. The 'old' one worked, the new one doesn't. Nor does the trackpad. I'm off for a refund tomorrow on both. I have an older white one that works just fine. I'm on a 2021 MacBook pro, 15.01, Sequoia. Seems like a massive downgrade. I'd rather have put up with the lightening cable. I bet that one has been sent off to Apple to be recycled : (
I'm using 15.1 and my trackpad still won't scroll at all on Bluetooth. When it's plugged in it works perfectly.
When on Bluetooth, not only does scrolling not work, but the tracking speed is also very slow and doesn't seem to be responding to tracking speed settings changes.
Ok, I'm back after the update. Everything is working well, except for tracking. It's acting very erratic, especially when I move the mouse quickly. It just goes off track for some reason. Amazing experience so far.
I just had this same experience as well. And unfortunately, I can't upgrade yet since it will break compatibility with software that I need for work. Super frustrating. I went through Apple Support in hopes of at least getting them to log me as another data point for this problem, but the support tech didn't really seem interested in the resolution once I mentioned I was still on 14.7.1; even after pointing out that the website says it should be compatible.
Same. I just received a brand new USB C bluetooth Magic Mouse and point and click are fine but it does not scroll. My software is Sonoma 14.5. So frustrating. Had to revert back to my Magic Mouse that is almost 10 years old, and while battery operated, it actually works!
I have the same issues. My version of the OS is corporate regulated. I am quite often a month behind. However I have never had a hardware issue like this one. Brand new track pad now effectively a doorstop since no scrolling. this has to be easy to fix so?

Can confirm that the USB-C Magic Mouse scrolling does not function with macOS version 12.5 (Monterey) either. I don't want to update my MacBook Air (2022) because I prefer system preferences over system settings as of now.
Can confirm that it does not do any magic on Ventura 13.7.1. What is different in this mouse, other than the USB-C, that you need to upgrade your OS in order to use it? It is a f-ing mouse :)) Call this "opinionated products"....
