Apple News fails to load after iOS 18.2 install on 7 Gen iPad. Tried deleting and reinstalling news app, resetting network settings, pausing VPN, and a full reset, all without success. Any tips would be appreciated.

So ... I have been able to get it to work after 18.2.1 on 7th Gen iPad [partially!]. Following some of the previous recommendations, here are the steps:
This gives you a working install of News+, but without the syncing across devices. You can re-select magazine again and enter subscriptions etc. I've been through this cycle a couple of times (I made the mistake of turning News on again in iCloud the first time) and it looks to be repeatable. Not ideal, but if it works for you, at least you have got some of your functionality back. Good luck!
Cancel and ask for refund- “doesn’t work as expected”. If enough of us do so that will get their attention (like you I’ve tried everything).
Not just news but NONE of my apple subscription apps are working properly on my iPad 7 after this update.

Thank you everyone for your input. I tried everything suggested and nothing has worked yet. I reported the issue to Apple so hopefully it will be addressed in the next update. In the meantime, I remain open to more suggestions.
The reset Region suggestion does not work. (7th Gen iPad, after going to ios18.2). BTW, I have tried closing the app, deleting and redownloading the app, several shutdown and restarts, signing out of iCloud, turning off and back on the app in iCloud settings, Reset Network Settings (though my iPad is WiFi only), and, of course, waiting. I have not yet tried to contact Apple.
I am experiencing this issue as well. I turned in a report to Apple as well and we’ll see if/when anything is done to fix the problem. I’m just wondering what it is with 7th generation iPads that seem to have problems with updates. A while back Apple Music was not working on my iPad after an update. I came here and many others with the 7thG iPads were having the same problem. News works fine on my iPhone. Strange this particular iPad model is so vulnerable to problems.
Follow-up: I just noticed that the Apple Book/Audio Book Stores are also failing to load on the 7th Generation iPad. All other book features seem to be functional, but the stores are just blank screens.
Well, as it turns out, the iCloud approach wasn’t a true fix. The AppleNews app didn’t load the next time I tried to open it. I had tech support then update the transcript of the service record accordingly to reflect that no fix was achieved.
I have canceled my subscription too. I can’t use Apple News on my gen 7 iPad so I’m going to use Google news. Apple doesn’t seem to be working on a fix but are willing to take subscription fees for something that doesn’t work and they know it.
Something similar happened with Apple Music a while back and they fixed the issue in a few weeks. Hopefully they see the problem as not an isolated one affecting only a few customers but an issue that demands a quick solution. We shall see.

Yesterday and today at around 10 AM news app downloaded and later day would not . Aldo did not download earlier in AM either day. Thinking of deleting app altogether and cancelling subscription to news plus and searching for an app that will consistently download

When submitting a Bug Report, always ensure that you include details of your iPad model and installed version of iPadOS within the body-text of your report. Don't rely upon the pick-list - as the list rarely includes the most recently released versions.
I don't think they will release a 18.2.1, 18.3 should be out by the end of January, but I will be little careful about updating to quick from now on. amazing that apple didn't catch this before release. you are making changes in news, but not testing it on the oldest system for update? not a little bug either. other news apps work fine, but if you are paying for subscript, and that is the only way you have, I would be a little upset. anyway apple lost a little bit of my confidence in them. hope everyone had a good xmas and have a happy new year.
For what it's worth, I read today that iPad Gen7 will not be able to take on iOS (iPadOS) 19 when it comes out next year. That's not necessarily end of life for the device; I imagine we could keep using iPadOS 18.1.1 or 18.3 for a good while.
