iPhone SE 2nd gen setup stuck on 'Use another device to sign in' after factory reset

Well I just recently reboot my iPhone SE 2nd gen to factory setting because i suspected a phishing on my phone

After restoration, when setting up the iPhone after selecting WIFI and

it freezes on this page: nothing happens when I press "Use another device to sign in".

I tried many hard reboots and changed my Apple ID password. Nothing helps.

Unable to log into my Apple Account that keeps asking to re-enter password My original phone, 6 plus, was fine. then it started doing this. I recently upgraded to 16e, transferred everything over and the problem is still here. things i have tried: i have restarted deleted vpn logged out of icloud logged out of account then back in. And it immediately asked for the password, twice. ran an antivirus im not using a screen lock, no 2 form authentication, and no face id. It is very aggravating to input the password then 2 seconds later it asks for the password again. [Re-Titled by Moderator]
