NSFileProviderErrorDomain error - 5009 ; unable to download previously stored documents on MacBook Pro 2023 14in M2 chip

NSFileProviderErrorDomain error -5009 when trying to download previously stored documents on MacBook Pro 14in M2 chip just recently (few weeks ago) upgraded to Tahoe 26.2. Is this an apple server problem? or an Apple account problem? My internet is fine as is the amount of storage available. Anything I can do to ameliorate??
