Ios 9 cant enable mobile data for application(s)?

I was traveling while upgrading my device, and most seem to work as expected so far.

Since I'm careful with roaming charges, I disabled most of the apps from the mobile data setting page before I left, so I could read mail abroad without using alot of data in the background.


After upgrading to IOS 9, I can't seem to enable mobile data for any new apps.

The ones that were already enabled, is fine.. they can be disabled and then enabled again, but for example spotify refuses to use mobile data after the update,

I've restarted, soft reset, and every time the mobile data checkbutton is back to off if I go out of settings and in again (and it doesn't work).


Anyone else have this problem?

I'm having exactly the same issue. Any apps that were switched off for mobile data use before the IOS 9 update will not now switch back on. I've reset network settings to no avail. Deleting the apps and reinstalling them doesn't seem to work either. I thought about using one of my recent backups to iCloud but oddly since the IOS update I no longer have any phone backups despite me previously backing up pretty regularly!

I changed some of the steps based on the post here for ios7.x.x. (iOS 7 cellular data settings won't save on iPhone 4s???)


For this, you'll need:

Steps:

  1. Disable Find My Phone in Phone icloud settings
  2. Disable iPhone Passcode
  3. Make a complete iOS backup using itunes

    make sure NOT TO ENCRYPT the backup, otherwise iBackupBot can not use it.

  4. Open up iBackupBot
  5. Navigate to your newest backup on the left top space. to be safe, right click on the backup and choose Duplicate.
  6. Go through the file hierarchy until you reach

    WirelessDomain/Library/Databases/

  7. Delete the CellularUsage.db file from your backup.
  8. Restore from the same backup (without the cellularusage.db) using iTunes.
  9. After complete restoring, i went to settings, flipped every single "Use cellular data for:" toggle on. (Flipped On to Off and Off to On)
  10. Restart the phone, go to settings and turn back on everything under "Use cellular data for:". (when you close and view the settings again, some is gonna be back to off position.)
  11. try to use cellular on one of the app which shows cellular off.

I've tried all the proposed solutions to resolve this issue on iOS9. None of them worked.


I downgraded to iOS8 using the instructions here:

I'm back to the old and stable iOS8 for now, till Apple confirms the iOS9 bugs have been fixed.Of course, I lost all my settings, and App groupings etc, and a colossal waste of time as well.

Shame on you Apple.
