iOS 9, Cellular settings not saving

Is anybody having this issue? Is there a solution?


When I go to the "Cellular" Settings and mark off the apps I want "Use Cellular Data For:", they do not actually save.


When you back out and come back into that panel, they are unmarked again. The only ones still marked off were the apps I had marked off as yes prior to the installation of iOS 9. I have restrictions off for everything.


When I try to use the apps on cellular service, I get errors saying I need to be connected.

Can you please maybe help?

I can max. call from my new phone but thats all. Specially today I needed applications more than ever with this extreme chaotic situation in Paris.

Its not so difficult to create update. Its taking few hours in the worst case so tomorrow we can upload update!

Hey folks, just wanted to let you know your issue is definitely legitimate. A number of users, myself included, are experiencing this issue. Here's an update on the Per-App Cellular Data Toggle Switch Issue:


Here’s a concise summary of the issue:

The issue concerns the cellular data app toggle switches in iOS 9. For example, when a user turns a switch "on"from an "off" position, the setting is not respected by the system. The switch will appear to change to "on", but if you try to use the affected app, it won't permit cellular data to go through. Then, if you go back and check the cellular data app switches in the Settings app, you can see that the switch has reverted back to its previous position, in this case "off”. Any users with cellular toggle switches in the "off" position before updating to iOS 9 now have the toggles stuck there.

So far, we have at least one solid confirmation that wiping and doing a clean install does not permanently address the problem. This suggests we need to wait for Apple engineers to find the issue, and issue a point update (think iOS 9.0.1) to fix the issue.


We'll need to be a bit patient because the process may take awhile, but calling in to Apple support and working with the techs may be helpful so they can collect more data. The more people that report the issue, the higher a priority it will be to fix it. Also, turn on the option in Settings to send Apple your diagnostic data (if possible). And follow the thread mentioned above - it might be helpful to Apple engineers & support teams if they can find all the info they need in one thread.

RECAPITULATION of the actions and solution found (min. for me) Iphone 6 !

- Reset all settings ---> NOK

- Reset Network settings ---> NOK

- Erase all content and settings ---> back-up from IOS 9 from icloud ---> NOK

- switch off wifi, hold button to reset phone, all combinations of restrictions with trying to switch on applications in cellular data done with result ---> NOK

you can do whatever actually but you need to use saved data from IOS 8.

I tried also to switch off and on cellular data for few applications and data are saved. No issue anymore. Everything is unblocked

I figured out that if your apps were turned off or on before the update, that is what they are stuck with. I downloaded two new apps since the update and I can change the setting on those apps. I will be spending my time re-downloading all of my apps, my only issue now is that the factory included apps like App Store, Safari, Maps, etc aren't working. There isn't a way to re-download those. Any suggestions?
