I am current using an iPhone 7 plus 128GB. Updated my iPhone using iTunes 12.7 using the upgrade function. After the upgrade the iOS could not open any app even apple default app such as Stocks, Calendar, Mail etc.
Went to app store and could not install any app as well.

You don't need a developer account to log a bug report. It's better to report so it get fixed even if it's a small percentage.
Well if you fully backup your photos and start the iPhone as new. If you were to put back the photos. it won't be in the camera roll anymore and all the other photos will be in an album where u can't delete and it won't be part of memories nor your photo timeline by years.
I tried again to send a Bugreport, and this time I succeeded (or so I think).
However, what you said about the unability to get my photos back to the roll (in fact, the 'All photos' as Apple has renamed the roll) is not correct. I do it all the time to transfer photos taken with my reflex camera to the iPhone, and they appear in People, Places, Moments, etc., exactly like the ones I take with the iPhone Camera.

I just downloaded & installed Ios11 but many apps (apple‘s Included) don’t run

There is no way now.. it's really sad that apple did not look into this.

This is quite serious as the update was successful but all the apps stops working even soft or hard reset.

On apple default app such as Weather, FaceTime, watch app, home, maps, mail, calendar , stock, voice mail,
Reboot your phone. Press and hold the power and home buttons at the same time until you see the Apple Logo and then let go. Your phone will restart and hopefully operate normally.
Tried this however does not work as well. All 3rd party app will not open. They just open and crash.
You have an iPhone 7 so the forced restart has changed, you need to hold down the power and volume down button, wait for the Apple logo, let go of the buttons. Did you try that?
Tried that as well. It does not work. All the app does not open and default apps said they can't be installed..
If you already have those apps installed you cannot install them again. Your next step is to restore your iPhone in iTunes.
