Hi, I am also having this problem and it is definitely within the recommended range of temperature - around 7 degrees Celsius.

Thanks for using the Apple Support Communities. I understand that you are having some issues with the flash on your iPhone when it is cold out. I'm not sure how cold we are talking, but you may want to make sure that you are using your iPhone within the range outlined below:
Environmental Requirements
- Operating ambient temperature: 32° to 95° F (0° to 35° C)
- Nonoperating temperature: −4° to 113° F (−20° to 45° C)
- Relative humidity: 5% to 95% noncondensing
- Operating altitude: tested up to 10,000 feet (3000 m)
iPhone 8 - Technical Specifications - Apple
Use iOS devices where the ambient temperature is between 0º and 35º C (32º to 95º F). Low- or high-temperature conditions might cause the device to change its behavior to regulate its temperature. Using an iOS device in very cold conditions outside of its operating range might temporarily shorten battery life and could cause the device to turn off. Battery life will return to normal when you bring the device back to higher ambient temperatures.

Thats not ok and correct especially if you have Apple Care
Then I guess it happens with the slow synch flash in general, no matter if you have the 8, the 8 Plus or the X.

I’m having the same problem with my iPhone X which is really annoying because I paid 1k for it and it doesn’t work when it’s a little cold?

And honestly as I wrote my post I was thinking what you wrote for the amount of money spent on these phones this is unacceptable.
Yes, selfie mode works on my new expensive $1200 iPhone X, but if outside no flash on the regular camera, unless I keep it in a pocket at body temperature and use it quickly and put it away quickly.
Never had his problem with 4, 5, 6, or 7. I returned my phone, thought it was broke. I take pics for work and need flash in all weather conditions.
Did they allow to return the 8+ ? For me they are telling that it is out side 14 days return policy and not allowing me to return.
