Stuck on billing information loop

I keep getting asked to verify my new apple id when trying to download through app store since it has not been used on itunes? What has to do itunes with app store?

Any way... I go through the process verify the account when promted for a credit card I select none , fill all the info and click next.

I get back to the same page with a message indicating " for assistance , contact iTunes support at www.apple.com/support/itunes/ww/" in red letters and no more information.

I tried switching network connections and different wifi access and the same result. Everytime I click next the samething happens

Please help
