Went to stabilize a clip and noticed that Stabilization & Rolling Shutter have vanished. Have been using Final Cut for years and this is the first time this has happened. Shut Software and computer down and restarted and still nothing.

It's there, at least in the 10.4 on my systems:
Have you selected the clip (outlined in yellow)? If there are titles above the timeline where the playhead is, you won't see Stabilization unless the clip is selected.
Sure Tom, thx. Doesn't seem to matter what clip I'm on, the stabilization / rolling shutter option has vanished, very odd.
I think it’s always been like that it’s like a compound clip. You can’t stabilize the compound only the video clip in it.
Can you give a screenshot of the timeline with the clip and some information about the media specs.
It’s a sync clip, a combination of multiple files. You have to open the sync clip into the timeline to access the video clip itself.
