Have you tried the 'standard' troubleshooting e.g. closing the apps via the device's taskbar, disconnecting and reconnecting to your network, soft-reset/reboot of the device, using a different network ?
to restore the backup requires you to turn off the function to find the iPhone. It can not be disabled either!
You've tried doing it via http://www.icloud.com on a computer, and recovery mode ?
