cropping to non-integer ratio doesn't work in photos

I'm trying to crop in Photos 3 using a custom ratio. The software doesn't allow me to enter non-integers for either dimension. Is this intended behavior or an oversight?

In this particular case, I'm trying to crop to the Golden Ratio of ≈1.618:1 (not an uncommon ratio for design)

Specs:

Photos Version 3.0 (3251.12.190)

Processor: 2.8 ㎓ Intel Core i5

Memory: 16GB 1600 ㎒ DDR3

Graphics: Intel Iris 1536 MB

Mac mini, macOS High Sierra (10.13.3)

that is correct and has always been the case - the solution is simple, use integers - as a ratio 1681:1000 is identical to 1.681:1
