My wife’s phone had this problem, but I found a solution on another thread. I can’t take credit for it, Jdunlop77 was the one who originally posted it. Here’s his solution:
“Hi everyone,
I was able to solve the issue on my phone in three steps.
1. Turn off app unloading (Settings —>
iTunes & AppStore—>Offload Unused Apps—> turn this off)
2. Change region/language to US
(Settings->general—>language ®ion—>change both to United States)
3. Phone will take a minute to change this setting and then the News app should be visible with all your other apps. Click it to download it and then make sure the widget is there. You will see US headlines (CNN, Fox, etc).
4. Change region/language settings back to whatever you want
This worked for me. I hope it helps!“
The only extra thing I had to do was after changing the region and language, I had to swipe left to where the widgets are and search “news” in the search bar. That found the news app immediately and I was able to click on it and it started downloading.

Is this just for the iPhone? My iPad has the news widget. Why does my iPad have it and not my phone? How stupid is that?!?! Sounds like ******** to me.
I don't think that's the case - I have an iPhone 8.
If it is available only in Australia, US and UK, why do I have it on my iPad 4gen, iPod touch 6th gen and iPhone 7 all in Canada except my iPhone 6S? It disappeared only from iPhone 6S

If this is the case then why does my IPad have the news widget, as does my husbands iPhone and my daughters iPhone daughters?
I also used to have it until a few months ago
I have exactly the same issue as of late. I have been using the News Widget (not the News App) ever since it became available on my iPhone. I'm in NZ too.
The News widget only disappeared some time either late Feb or early March this year from my iPhone 6S.
Funnily enough, the News widget is still working fine on my iPad Air 2...
iOS both updated to the latest version.
