I have been having this issue as well. Dealing with support. They had me do all the usual. Nothing helps. It all started after an update. I have an appointment for Genius Bar on Sunday.

If you are having the same problem as disscussed above, please find a professional iPhone repair store and ask them to check the audio IC, it’s a tiny little chip on the mother board.
I got my iPhone 7 Plus audio IC replaced today for ¥400 (around US$60), and the problem is solved! All phone functions back to normal, phone calls normal, voice memo working, etc.
Tips: If your phone is still under warranty, please search help from Apple Store. If not, get the audio IC checked, and most likely it will work for you as well.
Again, this is not a software problem, it’s the hardware issue, another new update won’t fix it!

I backed my phone up at the store before I took the new phone home. Got home and restored from iCloud just fine.

So did you update your new phone to latest IOS 11.3.1 without any of the same issues affecting the speakerphone being greyed out ?
Yes, the update destroyed the speakers or their function. I think they knew this would happen and want to drive people to newer phones. Next they will throttle the data down..

I have exact same problem and wondering what apple has to offer to resolve the issue since its the new software issue that apple has rolled out. This disables the most important use of the phone.
I have the exact same problem. I'm going to the Genius Bar tomorrow and they'd better give me a new phone. This is ridiculous
