How do you format for multiple page sizes and layouts within a single document in Pages? Even putting in section breaks didn't keep the sections separate. Thanks!

Section Breaks do separate Sections. That does not mean the Layouts are different however.
You can not have different size pages or orientations in Pages in whatever version you are using (you didn't say).
If you want to have a Table or Chart in horizontal format you can rotate them in Pages '09 but not in any of the subsequent crippled versions.

Paper size and page orientation is a document-wide setting in Pages.

Inserting section breaks in a Pages word processing document starts a new section (on a new page). If you add text before the section break, that text will continue to fill the page before the new section, and when the text overflows the page, Pages will add a new page (in the same section) to accommodate it.
Can you clarify what you mean by "…didn't keep the sections separate"?

Had to do the pdf Preview workaround.
By keeping the sections separate I meant that even creating sections didn't help to format each section individually. BUT, if page sizes can only be one size throughout the entire document that wouldn't have helped anyway.

No, that is changing the orientation not the actual page size. Unfortunately I don't think it is possible in the Apple office programs, will probably have to stick with InDesign. Thanks for the effort.
Don't expect Pages to be Indesign especially Pages 5 to 7. No version of Pages has ever had spreads for example.
You can assemble different size pdfs in Preview, so that is a work around, but Pages is not suited to commercial print nor Print Ready pdfs.
