Have you tried a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?

has anyone heard of this on the 10.5 model? Or is it just 12.9? I wonder if it has something to do with the size of the touch screen. Mine does the same and I’m going to have the hardware checked tomorrow.
I have had the exact same issue with my iPad Pro 12.9 (second generation). It started literally out of nowhere three days ago. I create illustrations/concepts/storyboards in Procreate on the iPad in concert with Photoshop on my Mac mini with a Wacom Cintiq. The iPad was a liberating mobile option and even allowed me to take art to a final level. This has derailed workflow and I am pinned at my desk.
It happens mostly when I switch between the Pencil and touch while flying through a combination of simple actions. I like the freedom of moving quickly, and what has become a very useful and intuitive process now brings production to a halt. So incredibly frustrating. The Pencil still responds when touch is frozen, but there aren't work arounds using the Pencil. This is crippling for retail and agency work which has almost unrealistic timeframes.
I am taking it to my local Apple Store, but after reading this and other threads, I have little confidence it will be fixed.
I will keep you posted.

Forgot to mention, I have been using Apple products for 26 years, and yes, I have tried a battery of attempted fixes including hard reset(reboot), complete factory reset, application delete and restore, jumping jacks, all that.

This is my third 12.9. One 1st gen and two 2nd gen. First had no problems. Second gen had the problem and was replaced. Now this one is doing it too. Giving it one more chance before giving up Which is a real shame because it’s a fantastic tablet in all other regards.
Same issue here. It has become worse with last few updates (up to date as of Aug 8th 2018).
This has made my iPad 10.5 (6-8 months old) operate like the cheap capacitive touch tablets you buy for $199.
VERY DISAPPOINTING. Now being forced to look at M$ Surface. I need a real business solution that works like a real business solution.
FYI- Had to type same letters over and over to even type this. Something is wrong here and there are enough threads to prove it. Lawyers will be looking to make some money off this soon (as in class-action)...
I have the same issue with Gen2. I chatted for an hour with support and they transfered me to local Apple store. In 3 days I went to the store and had THE WORST CUSTOMER EXPERIENCE in my life. "Genius" spoke with me like I am clinically ********. He kept on saying that I use it wrong and there's nothing wrong with pressing 2 or 3 times on the screen to get the results. He trashed Firefox and said that I should never use it and that Apple is "not responsible for 3-rd party apps".
I was using iPads since Gen1 and can tell the difference when the device is not working properly. Anyway. He did a full reset and the problem never went away. I couldn't replicate the issue at the store though. It's happening more when I hold it above my head in bed, but it also happens on the table. I have Apple care for it but not sure what my next step should be. I also have a personalized engraving, so I would love to have it fixed. Any advise would be helpful.
I see it more and more. I feel that it is getting worse especially when I am using it in bed. Reading or watching movies. It feels like it doesn't like any pressure on any corner of the glass border. When I lay it flat, I usually see response from the screen. Did Apple ever acknowledged this issue?
I had this question too I found the answer just unplug from the charing cable it’s because the iPad has engery from the charger but low volts on the fingers I guess.
I have had my 1st gen, 2015 iPad Pro for 2-1/2 years now and never had an issue with the touch screen not working.
See my two above comments if you have a newer, 2017 iPad Pro model.
You have too many apps running in the background? If yes, try closing all of them, and see if helps.
Ditto. touch screen issues. A 2” Band along home button the worst area.
I’ve aolved this. It’s the charger, try unplugging, then using. Also try using the original charger box. It will fix it
