I have both the watch and phone set up to notify me with sounds and vibrations but neither seems to alert me when I get a text. I have reset both to no avail.
Any ideas?

Are you sure that the Watch is locked, or is it just that the screen is off? If you have Wrist detection on, the Watch will not lock unless you remove it from your wrist. If you tap on the watch screen, do you have to unlock it to view anything? If not, then it is not locked, it is just not displaying. If that is the case, and the iPhone is locked, your notifications will only appear on the watch. See this support document which explains how notifications work with the iPhone and Apple Watch.
