iMovie stuck at 1080p60

I'm trying to create a 4K 24fps video project, but whenever I start a new project it defaults to 1080p 60fps and won't change. I've tried to create a new project multiple times and it just won't change from 1080p60. Old projects still open at the correct resolution and framerate. Any idea how to fix it?

null-OTHER, macOS High Sierra (10.13.4), iMovie version 10.1.9

iMovie stuck in 720p iMovie won't let me edit or share in anything greater that 720p. I have tried opening a new library, deleting and re-installing iMovie and importing a 4k seed clip as per previous discussions found here but not luck. iMovie 10.2.2 frame rate change Since the latest update (or possibly earlier) I'm unable to change a projects frame rate from 60 to 30fps in the usual way; starting a project with a 30fps clip. Is there another method with 10.2.2 or is this a bug . . . or is it just me?

Neither option solved the issue. Now I'm stuck at 1080p 30fps.
