Template with numbered and tiered paragraphs

I new to Pages ( running Pages 7.0.1 on iMac High Sierra) and would like to set up a template that looks like this:

User uploaded file

To get this layout, I have had to manually enter the headings (and their styles). I have searched thru these discussions and find setting numbered lists etc to be very confusing. In fact it seems form some posters that formatting like this is impossible. Is this correct? Am I missing something basic?

I have tried setting tab intervals, indent intervals etc but do not seem to be able to accurately control the position of tabs etc.

Can anyone offer any help or comments?

Thanks

HI 'flash,

Use a Numbered List format, set to tiered numbers.

User uploaded file

Main text is at the main text level.

The first numbered line is where the tiered numbered list format was chosen in the Bullets and Lists section of the Text panel in the Format Inspector.

Pressing shift-return maintains the indent on the next line ('some text')

Pressing return numbers the next line (initially numbering it "2." as a second heading at the same level as 1).

Pressing tab changes that line to a sub-heading, and changes the number to 1.1 as shown.

Not shown in the illustration: Pressing shift-tab moves the heading up one level (drops the last dot and number) and shifts the starting point left one step.

Barry
