YouTube's video freezes while audio doesn't! Please help!

I've had this problem for almost half a year. Someone please help me fix this!

Whenever I play a video in safari (youtube, twitch etc). The video will play, but every 15 seconds the video will freeze. The sound will keep playing. The freeze is only temporarily, say maybe 1-2 seconds.

I tried the video in chrome and theres no problem.

Restart also fixes the problem.
