Disable full screen view when window dragged to top of screen

I am finding the way a window expands to full screen view on High Sierra to be a real pain but cannot seem to disable this anywhere, anyone any idea on this?

Are you creting a new space by dragging a program off the desktop and creating a new space? That will switch a program to full screen. That can't be disabled. Just make sure you don't drag the program off the small desktop that displays at the top of the screen.

The "any" window expands when dragged to the top of the screen "A semi transparent blue bubble spreads across the screen first", in any program! This happens when the cursor goes into the top menu bar... which cannot be helped many times when moving windows around the desktop! I find this very irritating and cannot believe this would be added without an option for disabling!
