How To Move App Icons to Existing Folder?

I have an iPhone 7 plus with ios 11.4 and itunes 12.8. On my home screen I have a folder called News that contains numerous icons for apps such as NYT, Washington Post, AP, etc etc. I have downloaded from the App Store an app for CNN. I want to move it into my News folder but using the usual method - getting the wiggle going and dragging it to the News folder - doesn't work.

Is there a method I'm missing?

It seems from your initial post that the apps are wiggling, but do you have any restrictions on? Go to Settings>General>Restrictions and see if you have any turned on. You say you cannot remove an app from a folder, and cannot add one to this particular folder. Have you tested creating a new folder to see if this is working? What other troubleshooting have you tried? User troubleshooting steps include powering the device off/on again, a force restart if necessary and restoring to backup or restoring to factory if necessary.

Thank you, and I'm glad you got it sorted out. The support document that I provided addresses 3D Touch, but it is not always so clear about what will happen, and depending on how you have the sensitivity set, while it can restrict the movement, it does not always show the additional menu for the app, or as addressed in the support document, the Quick Actions for the app.

EDIT: If you tap on the Quick Actions link in the support document I linked earlier, it will show you how to address 3D Touch.
