Today I have updated my iPhone to iOS 12. One of the new of app Measure is not available in my device.
When I searched on app store, it says, 'This app requires specific features not available on this device'.
As communicated iOS 12 features will work from iPhone 5. Please let me know the problem and solution.

There's no confusion. Your iPhone must have Apple A9 processor (iPhone 6S & iPhone SE) or later chip to use AR.
The Measure app uses augmented reality (AR) technology to turn your iOS device into a tape measure. You can quickly gauge the size of objects, automatically detect the dimensions of rectangular objects, and save a photo of the measurement for later.
Before you start
First, make sure that you're using iOS 12 on iPhone SE, iPhone 6s or later, iPad (5th Generation), or iPad Pro. Also make sure that you're in a place with good lighting.

I regard this as very poor communication by Apple. My iPhone 6 gets exactly the same 'rah-rah' announcements as my later devices and I saw no mention of this limitation. What is the point of offering a 'wonderful new app' and it is very useful one, when in fact the app doesn't work on the device receiving the 'wonderful' news.
You're not missing anything. Every time a major new iOS is introduced, there are loads of people with phones a few generations back who are upset to learn their device won't get some of the new features the newer phones get. They just usually don't take the time to read about the features to see if their phone will get them or not. I can understand the disappointment.
The big misconception for most is if their device qualifies for an update, they think they'll get all the new features. They don't seem to understand that yes, they may get the new iOS, but their device limits (by hardware) what features they'll get or not. In my opinion all the phones are cracking devices!
I have just updated my iPhone 6S Plus to iOS 12.0.1.
The Measure and Level worked once but next time I opened them, they didn’t work at all.
Previously, I did a complete reset and reinstall but these apps still did not work
You may think she has an iPhone 6, but if she can use the Measure App, she has at least an iPhone 6s.
There is no way around this. The Measure app absolutely requires an iPhone 6s or later.

You can also get the Model number from Settings->General->About->Model and Google it. It will tell you what actual iPhone it is.
