iOS 12, problems with WiFi and VPN

Since I updated iOS on my iPhone X to iOS 12 I've been having problems. The signal isn't very strong where I live to I rely on WiFi and often use WiFi calling.


However, recently I've found that the phone does not automatically lock onto WiFi calling and after a very short time it disconnects and then I see a No Service on the hand set, this seems to occur at the same time the VPN appears on the device.


I've tried to disable VPN but I cannot, every time I switch VPN off, it automatically switches itself back on almost instantly.


I turn off my phone then back on and this seems to get the WiFi Calling back up and enabled, but it doesn't keep on this for long and even if I'm in the middle of a call using WiFi Calling, it drops the service and disconnects me.


I'm loosing business and need this to be reliable.

After searching I think I found the problem with the VPN switching back on, under Settings > General > VPN there was an application "My Data Manager", this has a setting called "Connect on Demand" which was enabled, I disabled this and now when the VPN is switch off it stays off.


However, this has not fixed the WiFi Calling issue and my device will not use WiFi Calling even though it is set to On in the settings.


Switching the phone off then on again seems to get WiFi Calling working, I'm monitoring the phone now, since disabling VPN and powering up it is on WiFiCall, will post if it disconnects again.
