It’s probably not so much back again as it probably never fully left.
Some of the dreck can be resilient.
What de-drecking was tried? MalwareBytes or maybe some other similar tool? Did those tools report success?
If so and if that didn’t work, then I’d likely generate a couple of external backups, and would then wipe and reinstall macOS and apps from distro and from backup, if the dreck was not completely expunged.
