iTunes won't update library file

I'm trying to move my library to a new computer (from PC to PC) but the last iTunes library file I have in the folder is from July 2017 when in fact I've added songs, album artwork, etc. numerous times since then. Is there a way to force the file to update?

See Move your iTunes library to a new computer. The iTunes Library.itl file is updated each time you access iTunes. You may not be looking at the active copy.
