iPhone 7 + - iCloud Music Library couldn't be enabled

Having a problem on my iPhone 7 +. The iPhone Music App isn't connecting to my iCloud Music Library. When I go into Settings, Music and turn on iCloud Music Library, it keeps giving an error message which reads "iCloud Music Library couldn't be enabled. Your iCloud Music Library is temporarily unavailable. Try enabling it again later in Settings."


I have a 2nd iPhone 7 + on my account and that phone is having no problems connecting to my iCloud Music Library.


I have already tried updating the iPhone, restoring it and performing a full factory refresh and restore from backup. Problem still occurs.


Using iTunes 12.9 on my Windows PC. Now, all of a sudden, iCloud Music Library option under Edit - Preferences is gone. HELP!!!!!!
