Applications folder in Home folder

What is the applications folder in the home/ User folder for?

And what is the difference between the one in Macintosh HD and the one in Home folder?

It is/was a great idea but anything you download from the App Store gets installed automatically to the Applications folder and must be there to be updated. Also many applications that require an installer don't allow the installation location to be changed and some that do won't update properly because the updater assumes the application is in the Applications folder, not your applications folder. Even programs that are delivered in disk image and are dragged onto the hard drive won't update properly if not dragged to the applications folder. In theory it is a good way to keep dangerous tools or other applications out of the hands of everyone who uses the computer - in reality it isn't so great.
