Why won’t my photos load without wifi?

When I go to my photos without WiFi they don’t load and have a little icon in the bottom right corner with an exclamation mark in a circle and I don’t know how to fix it. Help please

Welcome to the Apple Support Communities. From your post, I understand that if you do not have a Wi-Fi network, some of your pictures won't load as expected in Photos. Instead they'll appear with an exclamation mark in the bottom right corner. I'm happy to help!

From the information you've provided, it sounds to me like you are using iCloud Photos to keep your pictures synced across your devices, and that you have Optimized Storage turned on. Optimized Storage helps manage the storage on your iOS device by automatically moving your pictures from your phone storage into iCloud; a smaller resolution file will remain on the phone so you can still see that it's there, but will require an internet connection to download and view the full, original image from iCloud.

The steps and information in Set up and use iCloud Photos - Apple Support and Manage your photo and video storage - Apple Support can provide some additional understanding and support with iCloud Photos and Optimized Storage.

While iCloud Photos does require an internet connection, it does not have to be Wi-Fi. If your'e using an iPhone or iPad Wi-Fi + Cellular, you should still be able to download your pictures when not on a Wi-Fi network. If not, check under Settings > Cellular (or Settings > Mobile outside the US) to make sure cellular data is enabled for the Photos app.
