Do you use a glass screen protector?
Take it off.
These new iPad Pro models with the new liquid retina display do not like ANY type of screen protector on the screen.
Touch response is poor with any type of applied screen protector.
Lotus, I don't know if anything you wrote includes me as one of the people who have never experienced touch issues on either of our two iPad Pro 11's, but I can assure you the ONLY time I EVER report a post is when someone posts personal information, like a phone number or email address and then, only to protect them. I have not used the report function in this or any thread on this topic.
Whether your assessment that only a small subset of users who have this issue voice their concern, can't really be validated in either direction.
I must admit that I have gotten a little twisted when someone makes a claim they cannot substantiate in any way. Such as saying this effects "the vast majority of users" which no one can say with any certainty is fact. As regular contributors, we need to show some balance, whether that balance pleases everyone is clearly not always the case. And my Pro 11 has no touch issues whatsoever.
But, if I did have then, I'd NOT be very happy. Of that I can assure you. So I fully understand why this issue is BIG for those who are affected. These devices are mighty pricey and they shouldn't have any issues being touched, especially since they are touch interface devices.
I'll return you now to the regularly scheduled sleuthing going on. It's interesting to see the theories and I do hope they lead to a happy resolution for all who are having this issue.
I typically participate in many discussions, even ones where an issue persists, which I don't have. Mostly because I like to know what people are seeing (useful for new threads started on a subject) or how to protect myself should I all of the sudden see this behavior in our devices.
I'd also like to point out that your thought that this may only effect users who intensely use their devices may not be reality either. One of the Pro 11's in our home is used all day long by a family member, including games and activities which require significant touch, but there are no touch issues. I use my iPad at home at night when off work and throughout the weekend. I'm not a casual user either, and it's pretty intensely used for at least 6 hours each night, plus pretty much all day Sat/Sun.
I'll now return you to the sleuthing going on. I do hope it's successful and helps find a root cause, which can be solved in the very near future. If I had this issue, I would NOT be happy. So I do understand why this is an important issue. These are expensive TOUCH INTERFACE devices, which should not have issues with being touched.
No casual user here, either.
I sketch/draw/paint, write, type and work this support site all day long!
I do not have to stream video content from my iDevices at home too much, any longer because my streaming media box has all of my streaming apps/services on it that I can access.
So, I can just log into my media accounts and stream my Internet media/video services, like YouTube, Vimeo and TED takks right to my flat screen TV.
Been doing this for a few years, now.
I can even stream my audio service content to my TV, now.
It has been great not having to plug my iPad into my TV for the last few years!
One would hope, but cannot confirm in any way, that there have been a number of devices returned to Apple for touch issues, which have been placed in the hands of Apple Engineers who are charged with finding out why and what, if anything can be done with software to eliminate the issues. Apple will rarely discuss what issues they are (or aren't) working on. They rarely have (with a few exceptions - Antenna-Gate, maybe?).
I do hope your sleuthing reveals some commonality between users/devices, but unless you are granted access to the engineering basement at Apple, all you can do is hypothesize.

An unresponsive touchscreen cannot be that difficult, come on!
I have been in the basement of Silicon Valley companies to get strange sporadic bugs fixed, which were never acknowledged (for fear of lawyers probably).
You can have unlucky interface definitions where a HW sensitivity is impossible to mitigate with SW, but I’d not expect it in a touchscreen subsystem, which is quite mature nowadays.
So, what can we do to find out if the suggestions here did get the attention of the appropriate engineers?
They need not admit or promise anything, we only want to be helpful, in our own interest that is.
Lotus, thanks for this. Both our iPad Pro 11's were purchased very soon after release, in early November and both purchased at the same time. Perhaps we did luck out and get two which won't have this issue. As we're now approaching 10 months, I keep my fingers crossed they will stay touch issue free.
And I do hope the sleuthing by users here proves productive. I certainly do.
By the way, upon review of my posts, I note multiple missing segments of words that appear to be spelling/gramatical errors. Despite my best efforts to correct them as they occur, some “input-freeze” errors persist. Grrr. 🙂
That's a very nice (and always remember, you get more bees with honey than pepper) note. What's most important is for people to keep using the feedback link to keep the issue in front of them. Apple works in mysterious ways. People need to keep reminding Apple they are looking for help.
I feel like it’s a waste of time sending feedback, especially when it’s about an issue highlighted on the community forums as there is no guarantee all users are experiencing the same issue and it’s not a large amount of users when you consider how many have been sold in total.
Not sure how r upload the video but it’s only few seconds of video where I am trying to scroll through the apps on the main screen and nothing’s happening. I take off my finger and try to scroll again and works for few milliseconds and starts stuttering again.
This was in Australia.

There are some deterministic aspects in the shared observations and we try hard to interpret them.
Because we do have a problem, and a severe one occasionally.
This can happen, these types of troubles do exist and you are lucky if you never had to debug them.

Absolutely not. I have NEVER suggested the minority who have this issue don't have this issue. My comment was in response to Hani Obaid's hypothesis as to what the issue is. You should check who I responded to before you try to rip me.
I just got back the pencil 1 I had sold, only to discover that I cannot have had it paired to the iPad pro 11“ ever.
So it cannot have caused the issue nor can it remove it.
Are the positive experiences with pencil 2 maybe?
Is there a difference?

This is in fact not a forum, but a workshop, or at least I abuse it as such.
I tried to do some market research recently, so2speak, and asked if the frequency of the issue maybe has changed over time.
Are we sure that it does occur with IOS 12.3.1? Are we sure it still occurs with fresh iPad pros?
If so where does this knowledge come from and what does it look like quantitatively?
What I want to avoid is that we chew bits and bytes and wreck our nerves when in fact the topic is obsolete, because it has been addressed in a recent update and nobody realized.
I am aware that there may be overlapping issues, so I am talking about „my“ topic where sometimes halve the screen behaves oddly when used with fingers.
What are the facts?
