Do you use a glass screen protector?
Take it off.
These new iPad Pro models with the new liquid retina display do not like ANY type of screen protector on the screen.
Touch response is poor with any type of applied screen protector.
Give me real proof and I will gladly believe you.
I have actual numbers of users complaining about this right here in these communities.
Show me something concrete to contradict that.

good idea, my pencil is always low, I’ll disconnect it and see if that help me. Unresponsiveness is maddeningly frustrating.
12.3 was NO fix for my Unresponsive iPad Pro 2018 model. The low battery Pencil causing the problem (idea) was a good one but it proved to be wrong. Ugh. What a piece of crap the iPad Pro is!
I charged my pencil to 5% and the problem immediately reoccurred. I’m 100% convinced that the issue is related to the pencil.
i hope the problem goes away when my pencil goes to 0% again.
I don’t have a Pencil and have had, and still have, the issue. It has nothing what so ever to do with the pencil. It’s coincidence and nothing more.

Well you’re acting like an Apple employee by calling out others issues as “small” and insignificant. We all know who says that. Feedback provided to Apple and I doubt something will come out of that.
Your explanation seems very plausible and would explain why all iPad Pro models are not affected by this non-responsive touch screen issue.
Almost reaching the point where I will be heading in to have my iPad Pro replaced for the third time in less than two years. Like clockwork, this problem. You'd think that would mean something....
I see another “gate” brewing for Apple.
As an example, I have to two iPad Pro 11's. Neither have any touch issues whatsoever, not with finger or Apple Pencil. Neither has any light leakage either.
I think the difference is - the issue is only a minor annoyance. Freezing for about 5 seconds and then back to normal.
If it were freezing for a longer period of time - more people would report.
Many have reported in here that the freezing is much longer.
Some have claimed the freezing is so bad and pervasive that it has rendered their iPad Pro nearly useless to try and use.
