Do you use a glass screen protector?
Take it off.
These new iPad Pro models with the new liquid retina display do not like ANY type of screen protector on the screen.
Touch response is poor with any type of applied screen protector.
Mine was 5-7 seconds about once every 10 minutes.
Unfortunately they always refused to replace my device and I am out of my year warranty now. It’s put me off buying an iPad again.

Even the observation with the pencil would start to make sense, because it probably switches the driver into a different mode or uses different API-calls.

Touchscreen issues, so far, have NOT been reported anywhere, as yet, from any 2019 iPad Air 3 or iPad Mini 5 users.
Maybe it's time for a good quality Bluetooth Keyboard! I heartily recommend Brydge! For minor typing I use my onscreen keyboard. For anything which will be multi-sentence, I use my Brydge.

It increasingly seems they have a complex piece of SW there that binds the pencil to the touchscreen controllers and something smells.
When I had the touch issues with my iPad, it always worked with my Apple Pencil but when I used my finger for scrolling, it used to lag or not work at all. Weird.
What about people like us, who both have iPad Pro 11, both with Apple Pencil 2, both used daily a lot, with finger and pencil, with no touch issues or speed issues at all?
Your issue seems to be different to mine and others on here, I'm glad you have fixed yours.
