Both my husband and myself have IPhone 5C’s and iPad-4th generation. He recently created a website through Go-Daddy and Wix but we cannot access the website on any of our pieces of equipment. However, our daughter has an IPhone XR and iPad-pro and she can. Why?

Did you try clearing history and website data? Tap Settings - Safari - Clear history and website data. Retry accessing the site.
So you have no problem accessing the website with iPad Air (I assume it is running iOS 11 or 12) but iOS 10 devices can't access the website. This sounds like digital certificate trust issue. Perhaps iOS 10 does not have the root certificate in its certificate store.
That's weird. I wonder why Safari choked on the first attempt. I have no problem accessing the site on my Firefox desktop browser and both Chrome and Firefox browser on Android device.

But Safari had a similar issue.
I had to quit/re-launch Safari to get it to load.
