Unable to rearrange app icons in ios 13

After upgrading to iOS 13 and trying to rearrange app icons this is what happens: I long press the app icon and select "Rearrange Apps" from the context menu. Apps show the "x" mark and start wiggle. I try to move/rearrange an icon and after a 1-2 second delay the icon moves but then freezes on the screen without the "x" mark although all other icons wiggle. The specific app icon is no longer movable and the sliding of the screen left to right becomes sluggish. After a while, and without me being able to do anything useful the "x" marks disappear, the wiggling stops and the app icon that I intended to move stays where it was initially. Looks like a MAJOR bug in iOS.

SOLVED - I was having the exact same problem. I had the Zoom function enabled with the three finger double tap active in accessibility settings which was the cause of this problem. Once I disabled this in settings moving the icons around was back to normal for me - what a relief! Hope this helps others who have same issues - check your zoom settings!!

Yup, I had Zoom enabled on my 7s+, and moving apps was broken. Turning that off took care of it. I would like to enable Zoom, so if the fix isn't in 13.1, lets hope they follow up quickly.


I'm also fairly annoyed with how they screwed up text selection, particularly with DEselection. If they're going to make changes to fundamental aspects of operation, you'd think they'd test things a bit better.

->Yes, this is absolutely a serious bug, and yes, the conflict is related to the Zoom setting in Accessibility.

->The bad news: you have to turn off Zoom to fix the bug.

->The good news: after you turn Zoom off, you can turn it back on. First, however, try the Rearrange Apps function to make sure it’s fixed.

->More good news: you don’t need to restart the phone.

SOLVED - I was having the exact same problem. I had the Zoom function enabled with the three finger double tap active in accessibility settings which was the cause of this problem. Don’t worry, you can still use Zoom. Sometimes turning Zoom back on doesn’t cause the problem to come back until the next time the phone is restarted.


At least that’s what happens with my iPhone 7. All I do to fix the problem is turn off Zoom, then go to the home screen and try moving an app icon to make sure the problem is fixed, and then go back into settings to turn on Zoom. The problem stays fixed, and Zoom works fine.

Thank you to PaulTJ for that solution. Though if someone needs to use Zoom they will be sort of stuck trying to rearrange a lot of apps won't they? Anyway, I was really annoyed with this until I read your solution. Now I can get things reorganized on this new phone which now has room for my ridiculously large collection of apps.

The lingering concern would be for anyone using Zoom to access the screen due to a visual impairment. That is what Zoom is for after all. However, Apple does have a special customer support section for reporting such things. I even noticed that one of the bugs/concerns I had for VoiceOver users has been addressed in iOS 13. I'm guessing the people complaining are programmers and could resolve all bugs in the blink of a mouse. <eg>

I wanted to confirm, the icon bug is related to the three finger zoom feature in Accessibility. I was having the exact same issue since upgrading to iOS 13 on an iPhone 7 Plus. Initially I through it was initial upgrade bugs, however it persisted through the iOS 13.1 upgrade today. After reading this thread and seeing the post about Zoom, I tried it, and the problem went away. I was able to move the icon I was testing first time around. I turned Zoom back on, and the problem came back. The other issue I've had with iOS 13, is mail not remembering the mailbox i was in when closing the app. Between those two issues, it's been a painless upgrade. I'll see about getting the bug report to Apple, the Zoom feature is mainly for people with low vision, so apple may not have enough people who use the feature to have caught the bug before release Hope this helps

Hey all, I'm posting again with an update and question. When I first read the thread, I didn't realize there were multiple pages so I missed some information the first go around. In my first post, confirm zoom was the issue as others is correct, and turning it off solves the issue for the workaround. What I am curious about though is has anyone here tried this on iPadOS? which came out today? I have an iPad Air 2, which I upgraded today, and the issue doesn't seem to be as bad on that, even with zoom enabled. I am wondering if this is an iPhone specific bug as that's what most people are reporting it on. Also, has anyone tried tried iOS 13 from a clean install, to see if this upgrade related, or if the bug exists as well in a brand new install? Thanks, just wanted to get some feedback.

The issue is solved as long as zoom is off. As soon as I turn it back on though, and try to move something, the issue is back. I don't even have to restart the phone for it to come back. The good news is, I don't move icons a lot, however it's a pain to have to go into settings, to toggle it. Not even Siri can took it on and off by voice command at this point. I prefer using my iPad over the phone actually, because of the larger screen. However, the iPad can't make calls directly. Thankfully I only use the zoom function if I actually need to read something. Most of the time. I'm OK without it.

Also check out the solution I just found works and posted. It makes things much easier so people don't have to keep going into settings to toggle the setting for now.

I thought so too. The whole zoom feature to zoom in and out is a three finger double tap. Now you can turn it completely on and off with a triple tap of the home button. So it's not such a big workflow change. Also what's good about this, is if you triple tap to turn it off while zoomed in, if you triple press again, it will turn back on and zoom back in where you left off. I've never moved icons while zoomed in, that would be much too frustrating fo me. Anyway I figured at least this way, if Apple is slow to fix the bug, using accessibility shortcut won't feel as much out of place. Have a great even.
