After installing Catalina, it asks me to update my Apple ID settings. I put in my password, and then it asks for my Mac password, which I give it. Then after a few minutes the message pops back up again. Happens on both my Macbook and iMac.
Logging in and out didn't help on my MacBook, there is too much to delete/re-add for me to want to try it on my iMac.

Had the same problem. in my case it had to do with saving my keychain to iCloud. Click on System Settings, then Apple ID at the top then choose iCloud. It will show what is using iCloud scroll down and choose Keychain. you may have to enter your Apple ID and your computer password a couple times. keep on following the prompts.
Thank you @Cima113 - resetting my iCloud password worked. Once I did this (and I had to change it to a very long 'strong' password) the 2FA started working again and everything registered smoothly.
This also seems to have fixed a few problems I had with iOS 13.0.3 on my iPhone with voice mail management.
Interesting. I didn't have to go through that hassle it seems some of the prompts where for the "apple" services. All I had to do was open "Music" and login with my appleid. That was enough to sync/fix the issue. Was able to replicate on my MacBook Pro and Mac Pro.
Unfortunately that wasn't my problem, as I didn't set up Catalina from scratch, but installed it over a working Mojave. However, as I was about to try your suggestion of another user id, I figured, what they heck, I'll try signing out and back in, and it worked like its supposed to..
I tried everything suggested.... checking the keychain and logging out and logging back in and everything, even updating the Supplemental update and it still prompts for passwords EVERYDAY!!!
This is a serious problem. I think Apple needs to get down to see what went wrong because when you have added so many layers of "security", you actually create more problems.
I may have to format my Mac HD and reinstall the MacOS again which is gonna take a lot of my time.
Enabling keychain under iCloud settings worked like a charm. Thanks Peter Norman for the solution.
Same problem, when it says to put in the passcode sent to my phone, I can't, because my phone never receives a new passcode.
It’s not a passcode sent to your phone, it’s the passcode you use to open your phone.
No problem, it’s a change we had to figure out ourselves!
Finally, after the Keychain trick failed miserably in my case, things seem to be back to normal after your suggestion of simply changing my Mac password. Thank you!

Did you try to just fully sign out of iCloud before re-installing? That seems to fix most folks.
Oh and my keychain has always been checked so I don't know why that was an issue for you.
All I had to do was login to Apple Music to fix this. I don’t sync my keychain
