I had the same issue and thought that it started after upgrading to ios14.4. But I was wrong.
The approvals for the additional screen time requests of my doughter didn't work anymore if I accepted on my iPgone. It was also not possible to access her screen time settings and log from my iPhone anymore. There was just an endless spinning wheel.
I followed many tutorials trying to fix it, re-installed my iPhone, the iPhone if my daughter and also her iPad. No success.
But today I found the solution: Some time ago, she added me to the "blocked contacts" list of facetime. The consequence was: (1) If I called her via facetime it didn't ring on her side anymore, and if she called via facetime my phone was ringing, but no connection could be established (2) she didn't receive any iMessages from me anymore, but I could still receive from her (3) the screen time parental control was broken.
After removing me from her Blocked Contacts list of facetime everything works fine again.
Were you able to find fix for this I am having the same issue?

I am also having this same ""As this device is used, screen time will be reported here" problem of Pitrsan with a secondary user in the same mac (among other issues with Screen Time).
I have the same problem. For example, I set 5 min for Ibis paint x everyday, but the kid used 4.5 hours. Shown in photo.
Having same issue in our phone. Very frustrating. Too many frustrating things lately with Apple.
Maybe they should start reading these threads, then. Through this was one way to have things addressed. So frustrating!
Same here, for the iPhone7 of the boy it always randomly resets to nothing.
But for the iPhone XS of the girl it works without any problem.
The XS was setup before the 7.
Both have old iPads (idk which one exactly), the one of the boy doesn't support screen time (too old), the one of the girl does.
I have an iPhone 12 Pro Max and my girlfriend has a iPhone XS Max.
When we check the screen time settings for the boy, both iPhone show the same settings at the same time.
It doesn't matter on which device we configure the settings.
So I guess it's an issue on the iPhone of the boy or (if someone other can confirm, so we have another case) it's because of the old iPad.
Of course we do NOT share iCloud accounts, everyone has his/her own one and we use Family Sharing.
All devices are on the latest supported iOS/iPadOS version for their model.
I hope this gets resolved soon, right now it's a pita ...
