I’ve searched on the internet ways to solve this and I’m coming up short. When I set a calendar alert Time To Leave is crossed out and says “Time to leave alerts are not available because location-based services are not available”. My location based services are turned on. I feel like I’ve checked everything up and down including rebooting the phone but nothing works. Please help!

Hi there. I was having the same problem and researched it. Luckily I found the solution.
Got to settings>privacy> Location services> scroll all the way down to System Services and go to Location -Based Alert and turn on. That will fix it for you
My first test was successful. But I only set it less than a hour from finding the fix. My second test is 4 hours away. Real test tomorrow to see if it alerts me to get to work on time.
Still having issues. But I think I’m close to the answer. Issue was submitted to Apple using iOS 14.6 beta feedback. Hopefully they fix it.
I'm not sure. It worked for me on the first test but I'm still uncertain of whether it works all the time.

In fact I have the time zone activated in “floating” and still does not work.
Tried all that and still nothing. Going to have to wipe my phone
As anyone tried restoring iPhone? Mitch: I am trying your test again but it didn’t work before.
Been there done that. Still nothing. Even doing the Mitch test is not working. I’ve read all comments and sone what everyone recommends still nothing. Hopefully one day I stumble across the issue

sheriffs44 I also found in Location Services the Share My Location > My Location setting was set to my daughter’s iPhone. I changed it to This Device & now I’m receiving Time to Leave alerts. Maybe the fix was all Navymom’s, maybe this was part of the problem too...?
I believe I have found the solution to this issue.
Time to Leave alerts now require two settings, Travel Time and Alert. In iOS, tap Travel Time. From this screen you will have the option of setting your Starting Location. This can be either your current location or a fixed location you specify. Right below this setting are three travel options, for driving, walking, or public transit. You must choose one of them. Returning to the main menu, select Alert. From this screen you may select Time to Leave or how much time before you need to leave when you want to be notified (5 minutes or more). The settings are similar in Calendar for macOS.
I'm not sure when this changed (iOS 14 and Big Sur, probably) but I don't remember having to make all of these selections before to get my Time to Leave alerts. Now you do, and now that I know that, it's working again for me.
There is one more step: under Privacy/Location Services/Calendar one must set it to While Using.
