I have Valco noise cancelling earphones and when listening to music with my iPhone 8 (ios14) the volume is too loud even when I set it as low as possible on the phone.
I have tested the earphones on an Android device and I was able to get the volume to low enough level with it, so the problem is with iPhone/ios, not the earphones.

You can limit the maximum headphone volume for music and videos.
Note: If you have Screen Time turned on in Settings, you can prevent changes to the maximum headphone volume. Go to Settings > Screen Time > Content & Privacy Restrictions > Reduce Loud Sounds, then select Don’t Allow."

It’s ridiculous that the volume can’t go lower. I’m at the lowest possible volume and it’s still louder than I want it. Need ability to go to a lower volume without the audio totally turning off. Never had this issue with my Android. @Apple can you please fix this???
Same issue! Tried downloading multiple apps to lower the volume and cannot. Apple please make an adjustment! I don’t want to move to an Android but if the problem doesn’t get fixed I have no other choice.
I have a Miiego BOOM bluetooth headphones and experience the same behaviour. Lowest volume really is way too loud!
Very bad that this is happening in a time where more and more people suffer from hearing damage!

This does absolutely nothing in my case. Did you even read my post? I have problem with the minimum volume, not maximum.
Almost 600 people with the same problem. It is year 2021 and Apple is unable to produce proper volume control for their expensive phones. Sad.
"minimum volume too loud" is a community question that pops up every now and then for so many years now. and it should be a piece of cake to solve it. the yoga app "down dog" for example reduces the system volume just the way we want it. it is still no solution because it has to be active to keep the volume that way.
I have discovered that my Bose in ear work fine with no volume issues. I don’t understand. And unfortunately I recently needed some noise canceling while on vacation and spent $80 for another brand that are almost unusable because I can’t get the volume low enough. . It’s money down the drain. Come on Apple. This is ridiculous.
Are you being sarcastic? Headphone volume is one of those basic things that wouldn’t be very hard to fix. No, the answer is to just buy expensive AirPods when there’s nothing wrong with these headphones on other devices. Typical iPhone fashion of giving more money to apple whenever you get screwed by them.
If it makes such total sense, how come it was working before? They obviously could do it now something's changed.

I have this problem as well IPad Pro 12.9 4th generation, impossible to listen to music comfortably with bluetooth headphones podcasts just about ok.
For some reason this makes it worse for me lol
Older ipads and iphones did not have this problem and neither do android devices. This needs to be addressed as it makes using ipad in quiet environments almost painful.
