I have Valco noise cancelling earphones and when listening to music with my iPhone 8 (ios14) the volume is too loud even when I set it as low as possible on the phone.
I have tested the earphones on an Android device and I was able to get the volume to low enough level with it, so the problem is with iPhone/ios, not the earphones.

You can limit the maximum headphone volume for music and videos.
Note: If you have Screen Time turned on in Settings, you can prevent changes to the maximum headphone volume. Go to Settings > Screen Time > Content & Privacy Restrictions > Reduce Loud Sounds, then select Don’t Allow."

And which type/model of Bose are you using?
I had the first gen Soundsport and they were still very loud on minimal setting.
I have the Bose Soundsport Free. They were manufactured in 2018 and I purchased them in 2019.
I'm not asking for too much, I would just like my hearing to last me longer than 16.

Unbelievable, still loud as f* on lowest volume..!
JBL true wireless here, jet blasts my ears in pieces, giving up BT headphones completely on iPhones and iPads. I will use my Samsung A50 and Android 11 were the fineruning is perfect untill Apple solves this, most likely never... imho. If the read this, which I don't believe, they maybe get the clue.
I’ve been having similar issues with a variety of headphones and different iPhones and iPads. I found an additional factor that seems to contribute to this:
Under Sound & Haptics -> Headphone Safety, when I move the “Reduce Loud Sounds” slider to the left, to lower my loudest sounds, my quietest sounds get louder. So I cannot protect myself from loud sounds at the same time as enjoying quiet sounds on my headphones. When I turn off “Reduce Loud Sounds” completely, it gets even quieter. Seems like a software mess-up. I don’t want to shorten the range from both loud and quiet, I only want to reduce the loud end. I hope they fix that.
While this helps, the quiet setting is STILL not quiet enough.
The only reason I'm still using an iPhone is airplay. If Android would be able to have a similar hifi connected protocol(through an similar device as an airport express) I would ditch iOS for Android machines. Airpods are no solution for me: they are ugly white and stand out and the minimal volume issue isn't solved on them either.
Same here. It’s just too loud even at absolut minimum. Now I have enough space on my iPhone to store all my Music. But for sleeping I carry my Computer for audiobooks and music 😂
I know it’s so annoying! I’m using Android for now since iPhone’s minimum volume is way too loud for my sleep.

Yes, far too loud with the reduced sound turned way up. Makes me want to switch to android, as I use my headphones a lot.
iphone needs the versatility to turn down the volume to 0 if desired.
