safari 14.0.1 under Mojave is blocking dialogs

I have found Safari 14.0.1 under MacOS Mojave (10.14.6) to be blocking dialogs. Safari 14.0 under Mojave is fine. Safari 14.0.1 under Catalina is fine. My machines are up to date with the latest software from Apple. The problem exists before and after Security Update 2020 006 10.14.6 is applied.

The repeatable problem across multiple machines running Mojave....

Go to any site where you want to upload files. For instance...gmail.com Start a new email, click attach...no dialog appears. Or, go to a client's file sharing site, click the upload button to upload a file, no dialog box appears.

I found old articles on the web from years past from companies like Box. However their instruction no longer applies. In Preferences, under Security, there are no Plugins shown (like Java) which it seems this problem may be related to.

I already restored Safari 14.0 from my TimeMachine backup and replaced 14.0.1, but it also dosnt work...

Yes, the problem is still present in the latest beta (Version 14.0.2 (14610.3.7.1.9))

I just updated to 14.0.2, but did not install the security update, and the problem is still there.

I downloaded the 14.0.2 Beta2 version from the developer site last night; sadly, the problem is still there.

To troubleshoot you may need to check if this happens in safe mode as well and also in another user / new user.

How to use safe mode on your Mac - Apple Support

Note: Safe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.

After reinstalling Mojave I applied all security updates available up to 2020-006, and updated Safari up to 14.0, and the uploading works. The evil update is Safari 14.0.1.

Maybe 14.0.2, just released today, solves the issue. But honestly, I'm not going to try. Not eager to go through another system reinstall if file uploading is killed once again.

If only the release notes would be of any help... :-(
