Sign out iCloud in your device, restart, sign in again to iCloud. Then open Apple Music, sign in and you are done.
That worked for me.
Turning off Dolby Atmos is the only solution that worked for me.
Turning off Dolby Atmos and Lossless Audio and then re-downloading all the songs worked for me. I've done that several days ago and I listen with airplane mode on every night, no more issues.

I turned off Dolby Atmos and everything works again.

Everyone! Turn off Loseless entirely in the app settings of Apple Music, switch to highest quality instead. Apple need to fix it with an update.
Signed out iCloud on my iPhone 12, restarted, sign in again to iCloud. Then open Apple Music, sign in, Worked for me. I've been having this issue for months.

Apple fobbed me off and told me it’s because Bluetooth headphones i.e their own EarPods pros are not compatible with lossless and it only works with a cable connection. This may be true but surely it should be able to downgrade the audio otherwise what’s the point of it. To me it’s useless
As painful as it may sound yes, every single one. Weird that it worked that way. I just downloaded a full album and play each song from it for about 3 seconds. After i went offline and played them again, no more “15-seconder” playback.
I have downloaded 20gb if looses audio over WiFi.
next day got aware that when I thought I’m listening offline download music
mit drained my my internet over 10gb. 😡😡
then I disabled my mobile data and had the same you facing. Wasn’t playing after 15 second. Disabling Dolby solved my problem
but this is dumb. With out warning it used my mobile data on downloaded music. Apple should should own an apology and do something extra. I paid another 20$ so I have internet on mobile for the rest of the month.
Yep, this happens to me. The only way I can get it to work is to allow downloads in Dolby Atmos, add the track to my library, download it, and THEN listen to it. What a PIA. I was reasonably excited to try out Dolby Atmos but this bug makes the experience already too annoying. Hopefully it’s fixed or Atmos is not something I will be caring about and I’ll just leave it off, or worse comes to worse go back to Spotify. They have lossless coming soon too. (Connected to my home wireless network on an iPhone 12 btw)
I assume the problem is because Music needs to ping the Apple servers from time to time to review if these kind of DRM music need to review if you still have a subscription or if the title is still available. If you are offline and having a large playlist possible not all are played the last x days.
On my device I got that fixed by having mobile data usage allowed for Music, but disabled mobile data use for downloads. And I have only used some 5-10 MBs a week.

This isn't a solution to the problem.
The issue is (probably, like it was on my Mac) the encryption is bad in the file. If you open up the MOVPKG file it makes when you download HRS audio there (hi-res), you'll see it's made up of multiple files of small segments). My guess is that it's not a surprise it's at 15s each time... and probably this is why.
When you download at High Quality, you're download DRM free 256kbps music which is why it suddenly works.... because high quality 256kbps is not encrypted like these files are when you do lossless.
So basically, yep... it's another reason why DRM is evil.... seriously evil. A necessary evil.... but one that snags a lot of us innocent users in it.
I just downgraded all my music from “lossless audio” and it works for me. Apple needs to fix it.
As well as turning off Dolby Atmos, turn off the download in Dolby atmos.
