I got my iPhone 13 3 days ago, after using it for 2 full days, I realized that the notification sound is way too low. It applies to WhatsApp, iMessage, email etc. Even though I set all volume to the loudest; and googled how to fix it online then tried everything posted on the internet but still didn't improve.
I changed from iPhone XR to iPhone 13, but my iPhone XR with iOS 14 was perfectly fine, the notification sound was very loud with no issue at all.
ANSWER -- SOLVED
Got to Settings--Accessibility--Face ID & Attention and turn "Attention Aware Features" OFF. If this is set to on and you are using the phone when an alert is triggered, the iphone when locked will lower the volume of "some alerts." Setting this to OFF made my iPhone 13 work the same as my iPhone 6 used to work--volume "sticks" for all alerts.

I am so happy to inform you that my text tone or notification is now even louder than my ringtone! Instead of using Garageband however, I use Audacity to amplify the tone to a volume level that’s way up louder than the iPhone ringtone. Then exported the tone to Garageband and set it as my text notification tone and lo, my text notification tone is much louder than my ringtone!

I believe it’s an iOS issue as well and while I reported happening to me on this forum back in January about a month after I got my 13 Pro Max, I originally didn’t have this problem. I didn’t ever experience it with my XS Max but then maybe occurred did so after I traded in my XS and shortly after I got the 13. I don’t know what it is but it’s annoying as **** and Apple seems to be silent on the issue, which is even more aggravating.
I’m having the same problem with a new iPhone 13 pro max in regards to the low
volume on notifications. I agree. Must be a software issue. Hopefully Apple addresses it in a version update.
The problem is, the notification volume is too low that I missed lots of emails and messages. I hope Apple will fix this asap.
I have the same problem and now with the 15.01 iOS update Twitter notifications are all silent. Please fix this ASAP!!!!
This has been driving me crazy for days i tought i was the only one . My iphone 13 rings loud but any notifications are very soft if any sound at all i have tried everything this is ridiculous.

Definitely an IOS software issue. My friends new IPhone 13 Pro is doing the same as mine. Notification volume is way to low. Terrible experience
Don't worry , you doesn't sound so . My 13 pro is louder vs my XS overall . The problem is that only lock sound and notifications have problems with volume . Other than that it's very loud .

I called Apple Support and only had to wait a few minutes to get thru. I gave the support person the link to this site and was quickly escalated. I will keep y'all posted.
I received my replacement iPhone13 Pro Max and all the notification tones work correctly!
