I got my iPhone 13 3 days ago, after using it for 2 full days, I realized that the notification sound is way too low. It applies to WhatsApp, iMessage, email etc. Even though I set all volume to the loudest; and googled how to fix it online then tried everything posted on the internet but still didn't improve.
I changed from iPhone XR to iPhone 13, but my iPhone XR with iOS 14 was perfectly fine, the notification sound was very loud with no issue at all.
ANSWER -- SOLVED
Got to Settings--Accessibility--Face ID & Attention and turn "Attention Aware Features" OFF. If this is set to on and you are using the phone when an alert is triggered, the iphone when locked will lower the volume of "some alerts." Setting this to OFF made my iPhone 13 work the same as my iPhone 6 used to work--volume "sticks" for all alerts.

I've tried everything you mentioned and I even talked to Apple Support specialist but still no luck. Checked all possibilities and we're pretty sure that the speaker doesn't seem to have problem.
I guess it's the software issue but no fix at the moment.

Yes, it's been so frustrating since I got my iPhone 13 with the soft notification sound which I barely hear most of the time when the phone is not right next to me. Missed so many emails and WhatsApp messages these days.
Iv'e just return iphone 13. Notification sounds barely audible, so sticking to iphone 8. Apple shop employees stunned by how much louder it is, not paying all that money and not hearing reminders,text etc.
Whilst we're at it, i'm deafened by notification sounds when on a call as it's not muted!

I’m almost sure your iPhone 8 has this issue too. Since iOS 14 all iPhones behave like this. I also have an iPhone 8 with this notification volume problem.
Then I got the 12 mini with the same volume bug. In one year I’ve tested every iPhone in malls, Apple stores and friends and all of them have this issue.
I sent more than 20 feedbacks to Apple via feedback app and they didn’t fix it.
It’s ridiculous for a $800 device which is primarily a PHONE. New emoji’s, cool features, super power chip and camera lenses but no separate volume slide for notifications. I’m tired of it and I’m going to sell my iPhone, get rid of the ecosystem and buy another brand.
Me too I just got a 13 pro and this issue is not admissible on a 1300€ phone. Apple doesn’t give a **** so I will return this phone and get a Pixel 6 pro. I’ve not bought apple products since the iphone 6s battery gate. It seems the turd still has the same stink.
I even talked to Apple CS hotline and still couldn’t fix this issue. So, it is Apple’s problem and now nothing can do to fix it. It was perfectly fine with my previous iPhone XR and I am very angry with this as I missed lots of messages and emails everyday.

firstly i thought its just my imagination but now im seeing lot of people are facing this issue

same problem with my iphone 13 . messenger wont give any sound notification unless you reply back to sender . after that ill receive sound notifications from messenger . I missed so many other important notifications with my other apps . i already tried to troubleshoot with all the settings mentioned here and other online help forums but noting seems to fix the problem. i paid way too much to be having these issues !!
By the way, has anyone reported this to Apple? I talked to Apple customer service representative but they couldn't fix it even though I tried everything they mentioned to me over the phone. However, I haven't really visited their Genius Bar so far.
Reported more than 20 times in one year. Talked to Apple techs and they always want to check my phone. I told them to check their own phones suggesting a valid test by setting the same sound for both ringtone and text tone and verify by themselves. No way, they want to check my phone first.

Sorry, but can’t shed any light on the difference between our iPhone 8 models.
As said previously, both 8 and XS running on latest ios 15, with no sound issues.
Just got back from cycle ride with XS in back jersey pocket, and heard both call and notification come through loud and clear.
This certainly wasn’t the case with the 13 I had for a short time, before I returned it.
Finally, the only issue I have with the sound is that notification tones don’t mute when on a phone call, causing acoustic shock, and cannot believe that Apple doesn’t consider this a safety issue.
Hey Mario you such a specialist and I don’t see a solution to this problem. Apple is loosing 1500€ from me cause I’m returning my 13 pro tomorrow. The arrogance is appalling. The phone does everything except being a phone. Back to Android!
Same issue with my iPhone 13. Notifications are at a lower volume, but when I go to a game it is very loud. I work in a loud environment and I am missing notifications.
I noticed when I get a call the first ring is loud then it volume turns down immediately after.
I shouldn’t have to flip this switch, turn this knob or hold this button. (Which I did, and I use the default ring tone)

Same here absolutely fed up with not hearing my notification’s I will be returning my iPhone 13. How can apple ignore it’s customers on such a serious issue? Come on Apple don’t mess people about and fix this issue!
