Can I use an Apple Pencil with an iPhone 13 or iPhone 13 Pro? Or does Apple Pencil only work with iPad?

No. The Apple Pencil only supports the iPads listed in the Apple article you linked.

Please add this to the new iPhone 13 in some way and can I draw with it on notes or something
That’s the thing/one issue I have had!!!—markups could be much more fine-tuned with a more “precise,” pin-point finger rather than what my own sausages can accomplish 😉, ya feel me!?!🤪
