I just got the new AirPods 3 and a very high pitched ringing/rattling noise comes out of the right AirPod only when no sound is playing.
Is that normal?
Would this be a software bug or could it be hardware related?
I only have them connected to my iPhone 11 if that helps.

Same issue here. When not connected to any devices, connected to an iPhone 13 pro, or connected to a MacBook Pro I experience this high pitched crackling sound in the right bud.
The noise stops as soon as music is playing or I’m on a call.
Totally agreed, only doing the return and if you want report it to apple, they will take care, otherwise hope can be risky if you pass the return period, then is not going to be so easy.
Where I can report to Apple?

Don’t waste your time. Just return them and get a refund. I returned mine four times and got a brand new pair in sealed box after I returned and same issue with all of them.
After months of using have wheezing sound on right headphone… 🙁
